Well, this is simply because either A. the connection timed out, B. the
 connection was refused, or C. it's unreachable.
E_INVARG is for failed, E_PERM is for if it's not enabled or if you don't have
 wizard perms, and E_QUOTA is if there aren't enough system resources for it.
