[1.8.0alpha2] Bug! (3)

I tried to @measure object #62 (Recycling Center in LambdaCore). I got
following message.  

#4:@measure 17> @measure object #62
Checking size of Recycling Center (#62)...
#4:@measure (this == #2), line 14:  Permission denied
(End of traceback)            ^^^^

(the message '#4:@measure 17> ' is a prompt message in my MOO. don't confused
with it)

I had modified line 17 to use new object_bytes() built-in (previously @measure
had used $byte_quota_utils:object_bytes()), and it requires wizperms, so the
error 'permission denied' was correct, considering that @measure is owned by
$hacker.

But the error should occur on line 17, not on line 14! Why?
