DosMOO and Help DBs

I d/led the DosMoo and it works fine with minimal now I've gotta 
get my real db and try it, if one does get compiled win '95
please post the info.  My real question is about help databases 
though.  I want to set up a seperate db for things like policies
rules, etc.  I've seen it done but I can't figure out how except
for specifying PC or room specific dbs but I want it to be a global
db.
