Looks like a modem problem - whatever the modem does, it should send
*something* in a two minute period.

Try a different firmware, and see whether that helps.

It's unlikely to be configuration.  You might want to try "ignore-carrier
yes" (in sendfax.config), but this error usually manifests itself
differently.
