1.) Bad serial port (not configured correctly in BIOS, disabled, just plain
bad, etc.).
2.) Bad cable.
3.) Your modem is off.
Basically, that part of the log shows that you're modem isn't responding to
either RS-232 signaling, or AT commands. Assuming you're using the same
cable, and the lights are on on the modem, its probably #1. I won't tell you
how often I find the second serial port mis configured on new PCs (set for IR,
disabled, incorrect interrupts, etc).
