Hmmm, this is not part of the mgetty scripts - something your distribution
vendor added.  Mgetty by default does not mail the fax anywhere (so I
can't really comment on the file format, just try to figure out what's
happening).

Sounds like the input file is not PBM - whatever it is.  What does 
"file ff...*pbm" say?  What is the output of "od -c ff...*pbm |head"?
