You have enabled caller ID checking in mgetty, but your modem isn't
delivering any.  I'm wondering, though, why it isn't accepting the call -
"all" should do nicely.  Which mgetty version is that?  Some had bugs here
(mixing "all" and "any" - you might want to try "any", or add "none" to
the list of permitted numbers).
