The only way you could do that in Switzerland would be to look up the
phone number in $CALLER_ID in the phonebook (which is available under
Linux/WINE as CD-ROM, however whether an API exists I don't know, you might
have to simulate mouse movements and such :((), or in the WWW Phonebook
gateway, e.g. the one from Sunrise.

Swiss ISDN caller ID doesn't return the subscriber name, and there is
not another service providing caller ID.
