sounds to me as if there is some other sort of getty running on the same
line (which blocks on open, and wakes up as soon as carrier is present).

Watch out for "ttymon" (which is used as "getty" on modem lines on many
SVR4 systems). Don't ask me where it stores its configuration files, though.
