New vgetty beta

Hi all!

This is yet another vgetty test release. It includes completely rewritten
pvf tools and the new Rockwell converter from Peter Jaeckel (the first one,
that produces identical output to the Rockwell DOS binaries). There is also
a new hardware driver for the Cirrus Logic modems, which still has some
problems, but maybe someone has the time to try it out.

Please have a look at the voice/ToDo file. If there is something missing,
that you would like to see, please let me know, I probably add it to the
ToDo list. If there is something you want to do, please get in contact with
me first, to avoid, that two people are working on the same problem.

Now the good things:

* Bug fixes to the Sierra driver.

* Fixed a race condition in most hardware drivers.

* Some cosmetic things for the mgetty-1.0 release (mostly the copyright
  notice).

* Finally took the time to rewrite the pvf tools. Yeah! You can invoke all
  new pvftools programs with the -h switch to get the supported options.

* Updated Cirrus Logic driver.

The new release is included in the latest mgetty-beta on ftp.leo.org as
always.
