DSR is off

Hi,
 
i have installed sendfax+mgetty 1.0 and have some problems
on Solaris 2.4, Sparcstation 5 with an Elsa 33.6 TQV Modem.

mgetty complains:
01/30 15:34:12 m/b  WARNING: DSR is off - modem turned off or bad cable? 
01/30 15:34:15 ##### failed dev=term/b, pid=5596, got signal 15, exiting

There are no problems to use sendfax for outgoing calls.
I have connected the Elsa cable 25pol 1:1 with the Sun 25pol.

Any ideas what to check?
