pppd lock files?

This is a locking problem...

It's where it is supposed to be, yes. (Has nothing to do with the kernel,
btw)

This is wrong, but shouldn't matter.

Stupid idea, because lots of other things may fail.

Most likely, you simply forgot to specify "lock" on the pppd command
line.
