Let's see.  Actually, I'm not a vgetty expert, but I'll try.

Which vgetty version is that?

That's pretty weird.  It should respond with OK or ERROR, not with NO
CARRIER here.  Marc, any ideas?

Maybe you just need a more recent ZyXEL firmware version (always a good
idea), like 6.16 or so.

This is also interesting.  Marc, shouldn't it stop doing whatever it does
upon receiving a BUSY sequence?

Upgrade modem and vgetty to the latest versions, and try again.  Voice
support in the ZyXEL 1496 series has changed a lot over the years.
