Class 1 is a lot more work for the host program, and has some tricky
timing elements.  It is older as well.

Reading through about 200 pages of ITU standard T.30, T.4, T.class1

Yes, but without T.30 class 1 is pretty useless (it documents the commands
to send and receive HDLC frames, but not their content).  T.30 can be
purchased from www.itu.ch, for about 50US$ (if I remember correctly).
