ELSA Microlink 56k and mgetty Problem

I have got a problem with mgetty and an ELSA Microlink 56k Modem. I want
to receive fax. mgetty starts without an error, it answers, if the phone
rings and tries to connect. The LEDs at the modem says, that the
connection is OK but there is no data traffic between modem and computer.
The modem hang up, without receiving any data.
The modem understands class 2 and class 2.0 commands and I tried mgetty
with c2.0 and cls2.

Can anyone tell me, what's my fault?
Perhaps someone runs this modem with mgetty 1.1.18
Please post or mail me the policy.h or/and the mgetty.config.

Is's important because the modem is only for fax. My ppp interface is ISDN.
And it works fine.
