did you try using vgetty instead of vm ?  In some occasions, vgetty
works better with flow-control. An idea is to put vgetty in message
answering and copy the rmd.

I haven't been using 1496 since I installed the multi-msn firmware
on the ZyXEL 2864I, alleviating the need for a separate modem.
