Thanks a lot. Manfred Recla told me that itīs a problem with the
austrian telekom regulations. Switching the modem to "international"
solved the problem.
If someone needs it, hereīs the command:
ats13.1=1#g255ats13.1=0
and check the setting with
at#h
255 means international, 233 is austria
