Voice dialer needed

Hi!

I am starting a new service at the University, which has a very specific
need.

When the server will need administrator action it will telephone the
administrator to his mobile number and "tell" him what its
problem/warning/work-request is.

But I need help on developing this part.

I know that mgetty (vgetty) can "talk" on the telephone line, and I
imagine that making the computer dial is not very difficult (ATDT...)

But I don't know how to put things together. I mean:

1st. DIAL the 9 digits

2nd. Wait until the administrator answers the phone. (Maybe for example
the modem waiting while saying "Please press #5 key on your DTMF phone",
and detecting #5 DTMF tone.)

3rd. Interact with the administrator:

=09e.g. Please press 1 to reboot the machine. Press 2 to restart the
server application. Press 3 to change the default action to.... and
whatever.

4th. Detect DTMF tones to know what the adm wants to do.

5th. Prompt for a numerical password (DTMF again).

6th. Act consequently.
