BUSY vs. Error?

What controls the string that is sent back from
sendfax.  I can fax files fine.  However,
when I get a busy line the program returns a
"ERROR/NOCARRIER" message.  Is this a modem/verbose
switch?

Anyone have an idea?  Thanks in advance.  This
newsgroup has answered a lot of my questions.
