It's an ISDN point-to-point link which can have -99 or -999 different
numbers on it.  TEI negotiation is not done, it's meant for PABXes.  The
normal ISDN S0 is a point-to-multipoint line, where you can have up to 9
different ISDN numbers (MSNs), and can connect more than one device to the
S0 bus.

Last time I have looked, the ZyXEL did not work on an p-t-p S0, but
the ELSA did.
