Hmmm.  Very hard to say.  I suspect a modem problem, but it could be 
lots of different stuff (bad cable, bad serial port, bad phone line, ...).

Please try to get this modem connected to the remote side from a terminal
program (go into "cu -l cua/b", wait for RING, type ATA, see what happens
- if that doesn't work, connect to a PC, see what happens, to make sure
it's not the Ultra's serial port, change modem cabling, etc.).

Maybe it's the modem - loose EPROMs (open case, press EPROMS in their
sockets), EPROMs too slow (should be 120ns for E, 100ns for E+ model),
whatever.

It's most likely not a mgetty problem, unless you've changed one of the
more weird policy.h options, which it doesn't "smell like".
