Depends on what you're trying to do...

For fax sending, I'd go for the USR I-Modem.  For fax reception (and
sending), I'd go for the ZyXEL 2864DI - it's not as super-robust for
sending as the I-Modem, but is a lot better on receiving.

The ELSA is pretty good as well, but has problems on some fax receptions.
I hope that will improve, but can't say a date.
