To my knowledge it's something coming from SYSV, where it could have
been assigned to the Break (ie transmit level LOW for > 0.5 sec)
key.
On Linux it's the Magic SysRq + a few key strokes (like shift-control-alt-
sysreq-f5-mouse-down-1).
However I have no idea of the state of implementation. Anyway, if
it doesn't implement root-only-reopen it's useless (except if
ptylogin and mgetty is also run on vcon).
