Activate the AutoPPP entry in "login.config".

login.conf is not a valid file name, it must be login.config (note the
"ig" at the end!).

If it still doesn't use it, maybe the permissions of login.config are
wrong - check the mgetty log file (mgetty -x5) for any error messages
concerning login.config.
