Rockwell sound format

The mgetty docs tell us the following:

I have no idea how much effort it is to decrypt this sound format 'by foreign  
means' (i.e. without using information by Rockwell), but supposed I had done  
this decryption, and had a conversion tool: would it be legal to distribute  
this in source ?
