Read the manual, and try FAX_RECEIVE_USE_B19200 (on older mgetty versions)
resp. FAX_RECEIVE_SWITCHBD 19200 in newer ones. Defined in policy.h.

If you had sent me a log file excerpt, or a version number of the mgetty
version you use, I would have been able to respond more specific.

PS: Oh, btw, "I find that unacceptable" complaints should go to the modem
manufacturer, maybe they will start making non-broken modems some day...
