vgetty and USR 33.6

I'm using vgetty on my Linux (2.0.0) with USR Sportster 33.6, vgetty (last ver)
work great with voice -- but when I'm trying 2 send a fax or calling via a 
modem , I'm always getting my greeting. 
 
I changed the following in voice.conf :

# Minimum recording length in seconds. Some modems can not detect
# data or fax modems, so we use the recording time, to decide,
# what it is. This feature is by default disabled.
#
 
 rec_min_len 5
 
 
and it doesn't help... do someone has any idea OR is someone using with success
this modem ??
