Problem with Vgetty

I apologize beforehand.
Here is a summary:


I am trying to run vgetty with a Hayes Accura modem. Rockwell Chipset

I have gotten as far as vgetty picking up the phone, and playing a
greeting. But then it just hangs up instead of beeping and recording a
message or switching to fax mode and receiving incoming faxes. 
I am sure that there is an obvious thing that I am doing wrong.
I will appreciate  any suggestions on this.
