Most likely, your modem is configured for auto-answer (ATS0=1), and this
is a big NO-NO with mgetty.

Yup.  Why on earth don't people read the documentation?  EXACTLY the
problem you mention is convered in the "common problems" section, and
it is very explicitely mentioned that you MUST NOT use ATS0=1 together
with "rings 1".
