USR Incoming Fax Problem

Is there some thing I am overlooking to get a USR  Sportster to answer
incoming fax. using mgetty-1.19 and RH5.2?

When receiving, the fax-modem sends a data negotiation signal to the
remote but does not send any fax negotiation - the connect simply times
out (... but send mode works fine).

I can get a reliable incoming fax connect if I leave evything constant
except  remove the USR and connect a different brand (Maestro) fax
modem.

I have tried three USR's -  56k Messgae Modem and 2 different Sportster
X2 56k Faxmodem - both with and without most recent V90 flash upgrade.

Any help appreciated.
