AutoPPP login.config: Permission denied

Hi mgetty gurus:
I am attempting to set up a dialin PPP server on a Linux box,
and I have faithfully read the FAQ and some great instructions at
http://www.sci.fi/~khmi/ppp/ppp.srv. Mgetty (1.1.15) answers the
incomingcalls(from a remote Win95 machine, using a valid Linux L/P)
and the modems make a connection.
The problem arises when the AutoPPP negotiation begins. The first
error in the ttyS1 logfile reads:
login: cannot open '/usr/local/etc/mgetty+sendfax/login.config'
Permission denied
After which, login falls back to /bin/login, and this won't work.
Needless to say, the Win95 client times out with "Unable to
negotiate a common protocol".
All files in /usr/local/etc/mgetty+sendfax/ are root:root 0600.
The autoppp line in /usr/local/etc/mgetty+sendfax/login.config
file is as follows:
/AutoPPP/ - ppp /usr/sbin/pppd file /etc/ppp/options.srv
/etc/ppp/options.srv reads as per the website's instructions:
auth -chap +pap login asyncmap 0 :aa.bb.cc.dd debugmodem crtscts ...
dns-addr ee.ff.gg.hh dns-addr ii.jj.kk.ll proxyarp -detach
Any ideas? Is it an issue with the port-user, port-owner, -port-mode
settings in mgetty.config? Is it a lockfile issue?
Thanks in advance. BTW, all necessary support has been compiled into
mgetty (USE MS_DNS) and the Linux kernel. I was able to set up a
successful ppp session (once) by using win95's terminal login, and
manually issuing the pppd file /etc/ppp/options.srv command. However,
mgetty stopped taking incoming calls after that session, presumably
due to a lockfile created by pppd.
