I would say yes. Use "DIAL !23". Maybe you have to escape the
exclamation mark depending on your shell, so that it reads like 
"DIAL \!23". I haven't tried this myself, but I heared reports, that
it doesn't work. I would like to see a logfile, that shows such a
try. It might be the modem, that hangs up before a new ATD command or
it might be some bug in vgetty. So I would really appreciate to get a
logfile for this. Basically there is no reason, why it shouldn't
work.
