fax on demand?

Yes.  (Depends what you mean by it, but the answer is "yes" in both
cases).

ZyXEL 1496, ZyXEL 2864 works very good.  USRs do NOT work at all.

ELSA should work, but I have not much experience with using them for fax
polling.
