Forced errors for selected IDs

This is a request for an additional mgetty feature. However, I'm not shure how
much work it is.
I would like to have a "fax-blacklist". Each fax ID in this list should have
an error forced for each transmitted page together with a request to send the
page again (*every time* that is, without honouring an upper limit). After
transmission, the data should be trashed immidiately.
The reason for this is, that sometimes I get lots of unsolicited faxes. This
is illegal in Germany, but some of them are sent from outside of Germany to
circumvent this. Others state, that I had requested information, something I
never did (in that case the fax wouldn't be unsolicited and therefore legal).
It is lots of work, to write a letter each time requesting the sender to stop
his actions. Apart from that, I don't know, why I should be forced to ask
someone to stop something which is illegal anyway.
Now, my idea is to make those people pay many $$ for trying to send me
advertisements. I'm not shure how many times the sending fax will honor a
"repeat page" request, but with a little bit of luck, the fax will stay in the
transmit queue for some time causing repeated dialouts and a much longer
transmission time. Maybe there's also a possibility to slow down things using
some handshake or other transmission parameters?
