mgetty cannot get TIO

Please excuse the ignorant post, but I am hoping that someone has already
tackled this problem.

I thought I had followed all the instructions to the exact specifications of the
documentation.  Here is what I did.

I inserted my modem at a 14.4 irq5 /com4.

I tested it in windows 95 and it dialed out using the dialer correctly.  In
win95, it was configured as standard 14.4K

I then setup and installed mgetty as instructed under Linux 2.0.29 slackware.  I
also made the necessary changes as required by mgetty for the rockwell chipset.

I ran setserial to set the appropriate IRQ and UART.

Now, I get the following messages:
mgetty FATAL: yS4  cannot get terminal line dev=ttyS4, exiting
mgetty FATAL: yS4  cannot get TIO
mgetty FATAL: yS4  cannot get TIO
mgetty FATAL: yS4  mg_init_device failed, exiting
mgetty FATAL: yS4  cannot get terminal line dev=ttyS4, exiting
INIT: Id "F1a" respawning too fast: disabled for 5 minutes

setserial -a reports the right info with the modem.  
Does anyone have any ideas what I have done wrong? Help!
