You have to make sure that "sendfax.config" is readable for the person
running "faxspool". By default, it's only root-readable, so faxspool will
use the ID string that was specified in "policy.h" at compile-time. (You
can easily change it in the faxspool script, though - just search for xxxx).

It will use the runtime config file, if that file can be accessed. If not,
it falls back to the compile time statement.
