Interesting, as the modem *is* set to AT&C1.

Possibly, yes. It could mean that, if someone is logged in to a shell
account and his modem connection drops (line noise), that the shell won't
terminate, because the system won't notice (->DCD stays up).
I'd recommend checking with a RS232 line tester (small gadget with
red/green lights for every RS232 line, about $10) whether DCD *really*
stays "high" all the time, or whether this is a mixup in your system.
