Problems receiving fax from Rockwell to USR Courier

What this said is that the Courier is asked to switch to
the data carrier, AT+FDR(waiting for CONNECT) but failed and it
retried at lower speed(from 14400 to 9600, 7200, 7200) but
still failed.

My take is nothing can be done as there is really very little
thing that is controllable for a class 2.0 fax modem. Everything
is in the firmware.
