There has to be someone using an external voice/fax modem in North America???

Well, since you've had no positive responses, I'll at least let you in
on my negative experience. I've tried five or six cheap, "consumer
grade" voice modems over the past couple of years, and none of them
has been reliable enough to trust as my answering machine. One had
terrible sound quality, one occasionally failed to detect that the
phone was ringing, one would hang up in the middle of an incoming
message because it thought it detected a dialtone, etc. I hope my
experience isn't typical, but if it is, you might have to rethink your
idea that $300 US is too much to spend for a modem. (Personally, I
agree, and as a result I'm not currently running mgetty.)
I've seen the U1496E for about $240 US from net retailers,
e.g. buy.com. I don't know which of them will ship to Canada.
