Dial-In Speed problems

Hi, I have my RH5.2 box working wonderfully as a dial in ppp server using a
56k USR sportster external modem. The problem is that I only get connect
speeds of 26,400bps. I have set the modems init string per 3coms Linux
recommendation, but this still doesn't work. I am making the connection from
an Identical USR modem. Is there any mgetty settings that could be affecting
this? Does mgetty have any control over connect speeds? Any help would be
greatly appreciated.
