That's most likely to be your modem.

The fax tone will be sent multiple times, until the fax negotiation is
done successfully or the time runs out.  Also, this doesn't matter, as
there are fax machines that do not send a fax CNG tone at all.

My ZyXEL, for example, works fine in all modems.
