Not really.  It's just that some modems are messed up, and AT+FAA=1 will
work better for some in +FCLASS=0 mode, and for others in +FCLASS=2 mode.

AT#CLS=0 is definitely NOT equivalent to ATZ, as all the other settings are
unchanged.
