Maybe the calling modem doesn't send a G3 calling tone, and thus the
ZyXEL cannot distinguish from a silent voice user and a silent
calling modem. Try to enable the calling modem G3 calling tone.

Else, you can use mvm's feature which requires the silent voice
user to hit a DTMF, else the system answers in fax/modem even
without a G3 calling tone.
