standard Multitech problems. Bizarre. Why is that happening with
a 1496 ?

I had success with the 1496 modem, but with a more recent firmware
version, such as 6.19.

I would suggest increasing debug level, OR reading [*], which
MIGHT be related to your problem (or not, since it's for 5.x 1496's).
I recommend upgrading the ROMs, though.

The error is misleading. The error is in the (not displayed, since
debug level is not high enough) dialogue with the modem. The
file not found error is because errno is used in the vgetty generic
error routine, be it useful or not.
[*] here is the recommended reading for making a 1496 modem mostly
work with older ROM releases. No warranty, untested.
