Problem is presumably they don't get the full specification for
the hardware they use either, or they had to sign an NDA.
Being in the manufacturing/developping business (SCSI, not
modems), I can tell you that there are companies which even
refuse to send you DATA SHEETS without NDA (non disclosure
agreements). You can try to avoid them, but not always,
especially for very cheap products.
There is definitely a reason why some modems are more expensive
than others: there are better chips. There is better documentation.
There is better support. There is better testing.
However, it looks like the ``better modems'' are just being rarer
and rarer those days. Presumably one day we will be in control
of the whole modem through software and hardware won't matter
anymore. But then, you will need a PII to send out a fax :(

ZyXEL does. Even some Sporster and some Multitech have quite complete
manuals.
