If you specify voice:data:fax, vgetty will only answer in voice mode.
It is possible (however not certain), that if the modem is called
*with a CNG* calling tone, vgetty switches to fax/data mode.
However, vgetty alone cannot distinguish between a silent modem
and a silent human.
To solve this problem without CNG tone, you need to either use
different ISDN MSN's or distinctive ringing (the latter was
not tested yet), or use a policy, such as:
- a silent modem or silent human goes to data/fax, except if DTMF
before 2 seconds
- a silent modem or silent human goes to voice, except if CNG or DTMF.
The first policy is configurable with ``mvm'',
