vm local handset recording

Hi,
I'm not sure that I understand the basics of how to record
a greeting message with vm and using local handset.
I do
vm record -H -w filename
and it prompts me to pick up the local handset.
However nothing happens, when I do pick up the one
hooked to the phone port on the modem.
Am I doing something wrong, or maybe my modem just cannot distinguish
when the phone is off hook ?
At least log does not show any reaction on picking up the phone.
HANDSET_ON_HOOK is queued, the WATCHDOG, the watchdog just expires.
Probably relevant note: if there is an incoming call and
I pickup the phone late, at the end of waiting RINGS,
i.e just as vgetty starts recording, the recording does not stop,
actually I get all phone conversation recorded this way.
Just wanted to get a hint what to think about, before posting logs.
