Old central, flash key

Asking that here too, maybe someone has a hint :)
We have here a quite old central (analogic). One (the only) feature
is that if you hit the FLASH key on the telephone, you can either
transfer the call, or dial a second number while holding the other.
Now, it doesn't look like the flash key is a DTMF, it's pulse dialing
(as everything else).
My goal: enable a modem to send this flash key.
Application: a small voicemail which can either store a message,
dial directly to the right number, or dial the operator. The voicemail
(a ZyXEL modem + Linux + vgetty + mvm) would take all calls, through
the secondary ring feature of this central, and give a menu: ``dial
0 for operator, 1 to leave a message to a party, 2 to attempt direct-dial''.
This would allow us to have a kind of direct dialing even when the
secretaries/people are busy, and voicemail (e.g. if other number doesn't
answer).
I know that usually, the flash key is ATDP!. However, that doesn't work.
Even when disabling DIAL TONE detection (ATX0).
Has anyone an idea ?
Of course, I could buy an ISDN central and do everything from there,
but this challenges my imagination ;)
