policy.h is pretty obsolete. You set mgetty's default values in it, but
in any reasonable distribution, the default values are OK, and what
you need to change can be done at run time from mgetty.config.

Uh, have you tried the documentation? "man mgetty" should give you
some hints, and the rest is on http://alpha.greenie.net/mgetty/ (the
pointer is not in the manpage on older distributions, but it is now).
