policy.h file

Hey Everybody,
I have been assigned to create a modem pool on a 486DX running RedHat
Linux 5.2 (kernel 2.0.36). I install mgetty-1.1.14-5.i386.rpm. I
installed the digiboard PC/Xe (intelligent serial communications
board). I installed the driver and compiled it into the kernel. I read
the man pages, and other documentation on the Internet (including your
faq's). And almost every documentation I have read, it says that you
must set local policies in the policy.h file. I did a search for the
file (find / -name policy.h) and nothing turned up.
Where do I find this file? And if I don't need the file, where can I
find documentation on how to properly configure mgetty (without the
policy.h file)?
